The Hillmorton masterplan project objective was to establish the future vision for the Hillmorton Hospital campus and a pathway to achieve that vision, with consideration given to both short term pressing clinical and demand priorities and long term capacity and flexibility.
The Hillmorton Hospital site has a long history of providing psychiatric services to the people of Canterbury and currently has 149 beds providing care across forensic, acute, intellectually disabled, high and complex inpatient groups as well as a number of related outpatient and community services.
During 2010 to 2011, indicative business cases (IBC) were submitted by CDHB seeking to consolidate services across the Christchurch, Burwood and Hillmorton Hospital sites. As part of this strategy the Princess Margaret Hospital would be vacated, decommissioned and sold.
The decision to co-locate Specialist Mental Health Services (SMHS) on the Hillmorton site triggered the need to develop a comprehensive masterplan for the site to ensure that future growth and development is done in a considered and planned way. The masterplan provides a framework to develop the site as future mental health facilities are needed, and provides opportunities to replace, expand and accommodate growth of the different specialist services on the site.
A series of key stakeholder meetings were undertaken to establish key challenges, opportunities, and vision for the future site. Outputs of this engagement included a masterplan with a staged approach to align with the forecast requirements for CDHB.
Hillmorton Tranche 1 Single Stage Business Case
Klein were engaged to undertake development and definition of briefing documentation including a functional design brief, schedule of accommodation and feasibility plan to support a programme business case.
Clinical drivers, key objectives and co-adjacencies are represented in the spatial layout and buildup footprint to optimise site opportunities and synergies for future site development.
Scope included a new 80-bed adult acute mental health and revalidation of the site masterplan including identifying site enabling works.
This project was completed within the project programme and within budget allocation under difficult circumstances during Covid lockdowns. The supporting documentation developed for the business case are a result of comprehensive health planning, briefing, and master planning completed by Klein together with the CDHB team. This output resulted in business case approval for the project in 2022. Klein have subsequently tendered and been appointed as lead consultant for this project which is currently in the final stages of design.
